Major Johnny Paul Koroma reshuffled his cabinet on 15 December 1997. A comprehensive list is not available, but Sierra Leone Broadcasting Service reported that the new 24-member cabinet included ten civilians, four RUF members, and one woman. Three cabinet members were dropped: Secretary of State for Internal Affairs Brigadier (Ret.) Modibo I. Leslie Lymon, Secretary of State for Works Colonel Sabah Kamara, and Secretary of State for the East Captain Eddie P. Kanneh. RUF Colonel Eldred Collins, formerly Secretary of Trade, Industry and State Enterprises, became Secretary of State for Works, Energy and Power. Dr. Baila Leigh, who was Director General of the Department of Social Welfare, became Secretary of State for Health. The Department of Information was merged with the Department of Tourism and Culture, and headed by Kandeh Bangura. Former Director of Information Sedu B. Turay became Under Secretary of State for Marine Resources. A new Ministry of Religious Affairs was created, led by Rev. David Bangura. The Ministry of State Works and Labour was renamed the Department of Employment, Industrial Relations, Youth and Social Mobilisation and the Ministry of Youths, Sports and Social Mobilisation became the Department of Recreational Sports. AFRC spokesman PRO-1 Allieu Kamara was named Under Secretary of State for Information. Secretary of State for Health Colonel Karefa I.S. Kamara was transferred to the Ministry of Internal Affairs.
